Snowy Monaro Regional Council Smart Visitor Platform

From fragmented data silos to an award-winning regional intelligence platform

Delivered a technology roadmap, custom IoT sensor network, and visitor analytics platform for the Snowy Monaro region — including satellite backhaul deployments at remote National Parks sites — then incubated and spun out the work as AVARI, a Visitor Data-as-a-Service platform that won the 2023 IoT Global Award and is now used by clients including Destination Philip Island.

The Challenge

Tourism operators and local government across the Snowy Monaro region had no integrated view of visitor movements, economic impact, or infrastructure utilisation. Data sat in disconnected silos across tourism operators, Snowy Hydro, and National Parks NSW, with no analytics platform capable of synthesising it into actionable regional intelligence and no IoT network to provide real-time data from across the local government area.

Our Approach

  • Conducted a problem domain analysis to map the full regional data landscape and key stakeholder needs across tourism, infrastructure, and economic domains
  • Developed a business capability model and gaps analysis with an information model and recommendations to improve data breadth and availability
  • Designed and built an Economic and Visitor data analytics platform fusing 4+ heterogeneous data streams — IoT people counters, flight booking data, economic indicators, and weather patterns — into a unified intelligence layer
  • Designed, built, and managed a custom IoT sensor network across the local government area, supporting Snowy Hydro and National Parks NSW use cases including visitor centres, bike and walking tracks, and traffic entry points
  • Deployed satellite backhaul IoT people counters using Myriota (Australian-based satellite service) at remote NPWS locations including Ku-ring-gai Chase National Park Basin Campground and the Bombala Platypus platform — where no cellular coverage was available
  • Delivered a technology roadmap adopted as the strategic framework for future regional data investment
  • Incubated the platform capability into AVARI — a managed Visitor Data-as-a-Service (VdaaS) product — and spun it out as Avarisoft Pty Ltd

Results

  • Integrated analytics platform delivering real-time visitor and economic intelligence to government and tourism stakeholders
  • Custom IoT sensor network operational across the region, serving Snowy Hydro, National Parks NSW, and Snowy Monaro Regional Council
  • Satellite backhaul IoT people counters deployed successfully at remote National Parks locations with no cellular coverage, using Myriota Australian satellite service
  • AVARI platform extended to serve Destination Philip Island for visitor movement dispersion analysis and campaign planning
  • Technology roadmap provided a clear, prioritised investment path for regional data infrastructure
  • AVARI platform spun out as Avarisoft Pty Ltd — winner of the 2023 IoT Global Award, Big Data, Cloud & Analytics category
