The Challenge
Byron Shire Council lacked a structured view of its HR capability landscape. Business capability gaps across HR processes were undefined, the existing applications model was misaligned to workforce needs, and the Council had no objective framework to evaluate and select an appropriate HR system. Without this foundation, any procurement effort risked selecting a solution that didn't fit the organisation's actual requirements.
